Preheat your oven to 350°F (175°C). Grease a 9×9-inch baking pan and line with parchment paper for easy removal.
In a medium bowl, whisk together flour, cocoa powder, baking powder, and salt. Set aside.
In a large bowl, whisk together melted butter, sugar, brown sugar, eggs, and vanilla extract until smooth and well combined.
Gradually add the dry ingredients to the wet ingredients, stirring until just combined. Fold in the chocolate chips.
Pour the batter into the prepared baking pan and spread evenly. Bake for 30-35 minutes, or until a toothpick inserted into the center comes out with only a few moist crumbs.
Allow the brownies to cool completely in the pan before cutting them into squares.
To assemble, place a brownie square in a bowl, top with a scoop of vanilla ice cream, and drizzle with hot fudge sauce. Add a dollop of whipped cream and garnish with chocolate shavings before serving.
